Dr. C.C. Bates begins her first term on the Board of Education in January 2007. Dr. Bates moved from Greenville, South Carolina to Newton County in 1997 after marrying a Newton County native. She and her husband Daron have two young children. Their daughter Emilyann is a student at Palmer Stone Elementary and their son Griff will embark on his Newton County school career in a couple of years.

Dr. Bates holds a Ph.D. in Language and Literacy Education from Georgia State University. She also has a Master's Degree in Early Childhood Education and a Bachelor's Degree in Media Arts both from the University of South Carolina. A former Newton County school teacher, Dr. Bates now works as a national literacy consultant.

C.C.'s passion for education specifically literacy shows through in her community involvement with The Learning Center which focuses on improving early literacy in Newton County and the Friends of the Newton County Library.
