SCHOOL-BASED MANAGEMENT

School-based management (SBM) is an educational concept designed to improve the quality of education. School-based management can best be defined as a process by which decisions most directly affecting the school are made at the local school building rather than at the central office.

School-based management as defined by the Newton County School District is intended to become a philosophy of management by which the individual school becomes a self-directed, responsible, and educationally accountable entity within the parameters established by the School Board and the Superintendent, and where decisions are economical, efficient, and equitably facilitate learning.

The concept of school-based management is predicated on the assumption that the individual building is the most manageable unit for providing quality learning environments for school administrators, teachers, and participating parents. As the manager of the total program in the building, the principal will be given the responsibility and the authority necessary to produce desirable educational outcomes. School-based management will place accountability with the principal to produce desirable educational outcomes. The Superintendent shall develop rules governing SBM as implemented in the Newton County School District. Those areas of SBM to be addressed include but are not limited to personnel, curriculum, budget, staff development, maintenance, strategic planning, leadership team functions, and procedures for obtaining a waiver of normal operating rules, regulations, and procedures.
