ADVISORY COMMITTEES

The Newton County Board of Education, recognizing the need to improve parent and community involvement in the schools, hereby establishes local school councils as advisory bodies. Each school shall have a local school council meeting the requirements of state law and operating pursuant to appropriately adopted by-laws.
By October 1, 2001, there shall be operational within the school district local school councils in one high school, one middle school, and two elementary schools; by October 1, 2002, there shall be a local school council operational in at least 50 percent of the schools; and by October 1, 2003, there shall be a local school council operational in all of the system's schools.
The Board reaffirms-as does O.C.G.A. 20-2-85(b)-that the management and control of the schools is the responsibility of the local boards of education. It shall be the responsibility of local school councils to provide advice and recommendations to the school principal and, where appropriate, to the Board. The Board shall approve and make available a Handbook of School Council Administrative Procedures/Bylaws and Guidelines and Code of Ethics for adoption by each council.
Whenever a vacancy occurs in the position of principal at a school, the superintendent shall consult with the school council as he deems appropriate to assist him in making a recommendation to the board. A vacancy occurs in the position of principal when the position is to be filled from applications submitted to the district and not from a reassignment of existing personnel.
