SCHOOL SUPERINTENDENT

The Superintendent is the chief executive officer of the Board. The Superintendent is appointed by the Board and serves under a contract which may be entered into for a period of not less than one year. Such a contract may be renewed or extended at the pleasure of the Board. In order to be eligible for the position of Superintendent, a person must meet all the requirements of the laws of Georgia applicable to county superintendents. The Superintendent must be a person with such ability, education, experience, character, and personality and is qualified, in the opinion of the Board, to carry out the responsibilities and to execute the duties of the office.
The Superintendent is charged with the overall responsibility of the operation and administration of the Newton County School District within the framework established by the policies and directives of the Board of Education.
As the chief executive officer of the district; the Superintendent shall have the following powers and duties:
1. To attend all Board of Education meetings and take part in the deliberations of the Board in a non-voting capacity.
2. To formulate and present for Board action policies, plans, programs, proposals, and other pertinent administrative matters, together with complete information pertaining thereto, which will facilitate the improvement of the Newton County School District.
3. To keep the Board fully and regularly informed as to the effectiveness of the operation of the school organization.
4. To make recommendations relative to employment and assignment of personnel to the Board.
5. To fill all employment vacancies and act upon all resignations resulting from emergencies and report such action to the Board.
6. To prepare and transmit the annual budget of the Newton County School District for the Board's consideration and action.
7. To conduct a program of community relations to keep the people of Newton County fully informed of the activities, programs, and needs of schools.
8. To excuse, dismiss, or suspend any or all pupils from school attendance because of extenuating conditions.
9. To implement the policies of the Board through its administrative procedures, rules, and regulations.
10. To use discretionary powers in situations not specifically mentioned herein or by law, reporting any such action to the Board as soon as possible thereafter.
11. To exercise such other responsibilities and duties as necessary to assist the Board in fulfilling its legislative function for the efficient operation of the Newton County School District.
12. To carry out such other duties as the Board deems necessary.
