SUPERINTENDENT OF SCHOOLS JOB DESCRIPTION
Date: JANUARY 4, 1999

TITLE: Superintendent of Schools

QUALIFICATIONS: (See CEA)

1. Master's degree from an accredited college or university.

2. State certification in Administration and Supervision.

3. At least eight years of successful experience in teaching, administrative, and/or supervisory fields.

4. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

Board of Education

SUPERVISES:

Directly or indirectly, all employees of the District.

JOB GOAL:

To provide leadership in developing and maintaining the best possible educational programs and services.

PERFORMANCE ABILITIES:

1.0 Builds and maintains effective working relationships with the Board of Education and with the community.

1.1 Keeps the Board informed on issues, needs, and operation of the school system.

1.2 Offers professional advice to the Board on items requiring Board action.

1.3 Interprets and executes the intent of Board policy.

1.4 Seeks and accepts constructive criticism of his/her work.

1.5 Supports Board policy and actions to the public and staff.

1.6 Maintains a harmonious working relationship with the Board.

1.7 Understands his/her role in administration of Board policy.

1.8 Makes recommendations for employment and assignment of personnel and accepts responsibility for his/her recommendations.

1.9 Works with the Board on an impartial, uncritical and open basis.

1.10 Works to gain respect and support of community in the conduct of school operation.

1.11 Solicits and gives attention to problems and opinions of all groups and individuals.

1.12 Develops friendly and cooperative relationships with the news media.

1.13 Participates actively in community life and affairs.

1.14 Works effectively with public and private agencies.

2.0 Secures, maintains and directs staff in executing Board polices and operating the school system.

2.1 Develops and executes sound personnel procedures and practices.

2.2 Develops good staff morale and loyalty in the organization.

2.3 Insists on performance of duties in a fair, impartial manner.

2.4 Delegates authority to staff members appropriate to the position each holds.

2.5 Recruits and assigns the best available personnel in terms or their competencies.

2.6 Involves appropriate staff members and groups in planning procedures and policy interpretation.

2.7 Evaluates performance of staff members in a professional manner.

3.0 Provides educational leadership for the school system.

3.1 Studies and understands the instructional program.

3.2 Implements the system philosophy of education.

3.3 Participates with staff, Board and community in studying and developing curriculum improvement.

3.4 Organizes and implements a planned program of staff evaluation and improvement.

3.5 Inspires others to highest professional standards.

4.0 Supervises the business and financial operations of the school system.

4.1 Evaluates financial needs and makes recommendations for adequate financing.

4.2 Keeps informed on needs of the school program - plant, facilities, equipment, and supplies.

4.3 Supervises the day-to-day business operations of the system, insisting on competent and efficient performance.

4.4 Determines that funds are invested and spent wisely and that adequate control and accounting are maintained.

5.0 Develops, maintains and refines those personal qualities which facilitate the effective operation of the school system.

5.1 Defends principles and conviction in the face of pressure and partisan influence.

5.2 Maintains high standards of ethics, honesty, and integrity in all personal and professional matters.

5.3 Demonstrates his/her ability to work well with individuals and groups.

5.4 Demonstrates the energy and health necessary to meet the responsibilities of the position.

5.5 Maintains poise and emotional stability in the full range of professional responsibilities.

5.6 Demonstrates correct and effective usage of the written and spoken language.
