All Newton County School System teachers, administrators, service personnel and paraprofessionals are required by the Georgia Professional Standards Commission (GAPSC) to hold an appropriate certificate for the field, subject, grade level, or assignment. The GAPSC establishes regulations and procedures to evaluate the credentials of prospective teachers, as well as other professional employees in the schools, to ensure they meet preparation standards and requirements.
State certification provides a standardized base-level of professional knowledge and skill for educators in public schools. Georgia has many individualized requirements and some common standards that are required for certification. The GAPSC outlines the state certification system in rules and procedures for the Certification of Education Personnel. The NCSS Human Resources Office provides customer support with the processing of certification documents for new and current employees. All certification renewals and conversions of certificates are also handled by Human Resources.
Employees new to NCSS are required to file a certification application package within one month of employment. The following items are required:
- PSC Application for Certification
- Official Transcripts of all colleges/universities where coursework was completed
- GACE Assessment Scores or Praxis II Content Assessment scores prior to September 1, 2006
- Out-of-state Professional Certificates and content assessment required for out-of-state professional certificate.
It is critical that you complete your certification requirements as soon as possible. Once all required documents are received the Human Resources Office will apply for your certificate. Your certificate and/or letter of requirements will be mailed directly to your home address from the PSC and an electronic copy will be sent Newton County School System for your personnel file.
Certificate Renewal for NCSS Employees
The state of Georgia mandates that professional education certificates be renewed every five years with either 10 Professional Learning Units (PLU's) or ten quarter (six semester) hours of college credit or a combination of the two. These credits must be accrued during the validity period of the certificate to be renewed. For example, if your certificate is valid July 1, 2005 through June 30, 2010, credit must have been earned between those dates to count towards certification renewal.
The Human Resources Department will notify each certificated employee of the pending expiration of their certificate and requirement for renewal.
